Lack Of Ministers Violation Of Constitution: Congress

The Congress slammed Telangana CM KCR for not appointing a minimum number of ministers, and described it as a violation of the Indian Constitution.

AICC spokesperson Dr Sravan Dasoju slammed Telangana Chief Minister K Chandrashekar Rao for not appointing a minimum number of ministers in his cabinet, and described it as a violation of the Indian Constitution.

Addressing the media at Gandhi Bhavan on Tuesday, Sravan released a copy of an open letter that he had written to Governor E S L Narasimhan seeking his immediate intervention on the lack of a full-fledged council of ministers even after five weeks of the formation of the new government.

Sravan said that except for the four portfolios of Home, Stamps and Registrations, Relief and Rehabilitation, and Urban Land Ceiling, all portfolios were with the Chief Minister.

He said, "There are 33 departments and 289 organizations in the government, and it is humanly impossible for one person to take decisions for all of these and monitor their execution. Without a minimum number of ministers, we are not only curtailing the functioning of the government, but also doing disservice to the people who participated in the democratic elections and voted."

Sravan added that the State was now under zero-governance due to lack of cabinet ministers. Pointing out the various issues not being attended to, he said that there were signs of drought and no proactive disaster management measures being taken up. Then, the government was expected to arrange for a state-level bankers' meeting which still hadn't happened, the Rythu Bandhu payments were not completely made with many farmers only receiving messages on the polling day but not the money, and thousands of crores of bills were pending for ongoing projects.

"There is no transparency and only chaos in the government," he claimed.

Sravan also congratulated the Congress workers and leaders for putting up a brave and decent performance in the Panchayat Raj elections. He said that despite the defeat of several senior leaders in the recently held elections, party activists kept up their morale and bravely countered the threats and intimidation by various TRS MLAs at the local level to ensure the Congress victory in over 900 gram panchayats as against the 2,600 won by the TRS in the first phase. He appealed to the workers to exhibit the same spirit in the second and third phases of the Panchayat Raj elections.
