TGHRC Orders Colleges To Release Students' Certificates

The Telangana State Human Rights Commission issued strict directions to Gauthami Degree College and Sultan-ul-Uloom College of Pharmacy.

The Telangana State Human Rights Commission (TGHRC), chaired by Justice Shameem Akther, today issued strict directions in two cases involving private colleges withholding students' original certificates.

In one case, the Commission directed the authorities of Gauthami Degree College, Balanagar, to immediately return a BBA graduate's certificate and issue a Transfer Certificate.

It termed the act of withholding documents over pending scholarship reimbursement a violation of human rights and Article 21 of the Constitution. The college Chairman And principal have been summoned on August 28, 2025, to provide an explanation.

In another case, the Commission, while noting non-compliance with its earlier order, summoned the Chairman and Principal of Sultan-ul-Uloom College of Pharmacy, Banjara Hills, for failing to return the certificates of 17 students.

They have been directed to appear before the Commission at 11 am on August 28, 2025.

The Commission said that withholding academic records denied students educational and career opportunities, and warned the institutes of serious action in cases of continued non-compliance.
