The Andhra Pradesh State Legislative Assembly, on Thursday, passed the Appropriation (Vote-on-Account) Bill, 2014, before being adjourned sine die.
The third and last day of the fourth meeting of the 12th session of the Assembly had a
stormy beginning.
The opposition parties moved adjournment motion notices seeking debate on different issues. While the YSR Congress Party gave adjournment notice on power cuts, the MIM wanted discussions on drinking water and power problems within the GHMC limits and CPM demanded debate on Anganwadi workers.
Speaker Nadendla Manohar disallowed all the adjournment motion notices. This led the opposition members to rush to the podium. The Telangana legislators, including Government Whip Anil Kumar and other members of TRS and TDP, rushed to the podium raising "Jai Telangana" slogans. The MIM MLAs also rushed into the well pressing for acceptance of their adjournment motion notice.
The Speaker appealed to the members to resume their seats and said that he expected smooth functioning on the last day of the present Assembly. He also informed members that there would be a group photo session at 11.0 am.
However, the Telangana members continued shouting slogans, leading to the adjournment of the House for one hour.
When the House re-assembled at about 12.50 pm, Chief Minister N Kiran Kumar Reddy was also present. This time too, the TRS MLAs rushed to the Speaker's podium and held large banners with the slogan "Welcome to Telangana Assembly".
Amidst the slogan shouting, the Speaker asked Finance Minister Anam Ramnarayana Reddy to present the Appropriation Bill which was passed through a voice vote.
At about 12.53 pm, the Speaker adjourned the House sine die. (INN)
