Expressing his concerns over the "rampant graft" and "inefficient work" in some of the departments, especially Revenue, Telangana Chief Minister K Chandrashekar Rao today said that he would soon reorganise the departments within his government, and formulate a new Citizen's Charter to fight corruption and improve efficiency.
Addressing an official meeting at MCR HRD on the reorganisation of Telangana's districts, the Chief Minister pushed for major reforms in the departments of his government, which would help deliver effective governance. He said that the government needed a structural revamp in order to expedite welfare schemes and developmental programs and make them more productive. He lamented that the current system was sluggish, inefficient and corrupt.
Speaking on the reorganise of departments, he said, "The Education department will be brought under a district level education officer. The DMHA will from now on monitor leprosy, HIV-AIDS and malaria, and also immunization, healthcare training and family welfare. The forest department officials will monitor wildlife, forestry and social forestry wings. One official will be made incharge of the minor, medium and major irrigation wings. My aim is to reduce the number of officials, reshuffle and reorganize all related wings under one umbrella."
KCR questioned the need for giving positions in the tribal and forest departments to officials of the TRS cadre, and said that this would only increase government expenditure.
The CM also announced his plans to expand the health, survey and planning departments.
In order to realize the goal, KCR directed top-level officials present in the meeting to tour other States including Uttar Pradesh, Madhya Pradesh, Chattisgarh, Haryana, Orissa, Tamil Nadu and Bihar, and analyse the functioning of the departments of those governments, and deliver a detailed report at the earliest.
