Deputy CM Bhatti Vikramarka said that the budget reflected the government's commitment to equitable development, economic stability and social justice.
The Telangana government today unveiled a comprehensive budget for the fiscal year 2025-26, totalling Rs 3,04,965 crore - the first time the State's budget has surpassed the Rs 3 lakh crore mark since its formation.
Telangana Deputy Chief Minister and Finance Minister Mallu Bhatti Vikramarka presented the budget in the State Legislative Assembly, and said that the budget reflected the government's commitment to equitable development, economic stability and social justice.
The broad budget breakdown is as follows:
- Revenue Expenditure: Rs 2,26,982 crore
- Capital Expenditure: Rs 36,504 crore

- Panchayati Raj & Rural Development: Rs 31,605 crore

- Municipal Administration & Urban Development: Rs 17,677 crore
- Scheduled Tribes Welfare: Rs 17,169 crore
- Health: Rs 12,393 crore
- Backward Classes Welfare: Rs 11,405 crore
- Home Department: Rs 10,188 crore
- Roads & Buildings: Rs 5,907 crore
- Civil Supplies: Rs 5,734 crore
- Minority Welfare: Rs 3,591 crore
- Industries: Rs 3,527 crore

The budget also allocated over Rs 56,000 crore for the Congress' six key pre-election guarantees, including the Mahalakshmi scheme, Rythu Bharosa, Gruha Jyothi, Indiramma Indlu, Yuva Vikasam and Cheyutha.
Speaking of the economic strength of the State, the Finance Minister said that Telangana's Gross State Domestic Product (GSDP) had grown by 10.1% during the fiscal year 2024-25 over the previous year, reaching Rs 16,12,579 crore, and that the State's per capita income stood at Rs 3,79,751, reflecting a 9.6% increase.
The government aimed to expand Telangana's $200 billion economy into a trillion-dollar economy over the next decade, focusing on sustainable development and technological advancement, Vikramarka added.
He also said that the "Mega Master Plan 2050" had been introduced to position Telangana as a leader in modern technology, clean energy and sustainable development, and that the plan included promoting solar and wind energy projects to drive the State towards a greener future.
As per reports, despite the ambitious revenue and GSDP growth plans, the State's outstanding liabilities are expected to exceed Rs 5 lakh crore in the next fiscal year. The government is negotiating with financial institutions to lower borrowing costs and extend repayment periods, ensuring that most borrowings are directed towards capital expenditure to spur economic growth.
