BJP Floor Leader G Kishan Reddy came in for severe criticism in the Telangana Assembly on Tuesday for being present in the House despite wanting the question listed in his name to be postponed, and for creating a ruckus during Question Hour.
The first question, pertaining to water problems in the GHMC limits, was in the name of Kishan Reddy. However, after wanting the question to be postponed, he was present in the House and created a ruckus along with the Congress members with regard to an adjournment motion tabled separately by both the parties on the issue of unemployment.
Speaker Madhusudhana Chary said that as decided in the BAC earlier adjournment motions would be taken up only after completion of Question Hour, and wanted the protesting members to allow the proceedings to continue, but there was no respite in the slogan shouting by the Congress and BJP members.
After repeated appeals by the Chair and the ministers the Congress members relented, but the BJP members continued their sloganeering even more vigorously. Minister for Roads & Buildings Thummala Nageswara Rao and later Deputy Chief Minister Kadiam Srihari pointed out that the first question for the day was listed in the name of Kishan Reddy, but though he wanted it to be postponed, he was very much present in the House, clearly to disturb the proceedings.
The Speaker said that the government would discuss any issue being raised by the members, and wanted the BJP leader to restore calm in the House and allow the completion of Question Hour. He also took a dig at the BJP leader by quipping that he should first ask the BJP at the Centre how many jobs it had filled till now.
IT Minister K T Rama Rao explained that normally if a member sought postponement of a question, he was deemed to be busy outside and not be in a position to attend the House. Surprisingly, Reddy was very much in the House after having wanted his question to be postponed. He seemed to have wanted the question to be postponed only to create disturbance in the House, KTR observed, and quipped that probably the BJP leader had nothing to ask as there was no water crisis in the GHMC limits. He appealed to the BJP members to remain calm and enable completion of Question Hour.
However, the unrelenting BJP members continued to disturb the proceedings even while the House was engaged in Question Hour, and BJP member C Ramachandra Reddy even tried to pull the mike of Congress MLA Jeevan Reddy who was speaking. The Speaker took strong objection to this and warned the BJP member that he was not acting in a dignified manner, and was belittling the decency and decorum of the House.
Despite repeated appeals by the Chair as well as the ministers, the BJP continued raising slogans in the House. However, the Speaker stuck to his guns and did not yield to the BJP demands and proceeded with Question Hour.
