Telangana Chief Minister K Chandrashekar Rao today appointed a Cabinet Sub-Committee to finalise the guidelines for the land registration process.
Telangana Chief Minister K Chandrashekar Rao today held a meeting in Pragathi Bhavan regarding the registration of non-agricultural properties in the state.
At the meeting, he instructed the relevant officials to ensure that the process was carried out in a transparent manner.
Rao also asked them to prevent any officials from exercising discretionary powers in the process, opining that that would thwart all corruption or bribery.
In another significant step towards ensuring the provision of hassle-free land registration services, he appointed a cabinet sub-committee with R&B Minister Vemula Prashanth Reddy as chairman to finalise the guidelines and rules for the registration after interacting with all sections of society.
MAUD Minister K T Rama Rao, Panchayat Raj Minister E Dayakar Rao, Home Minister Mahmood Ali and Animal Husbandry Minister T Srinivas Yadav were also appointed as members of the sub-committee.
The CM instructed the sub-committee to hold discussions with builders, real estate businessmen and other stakeholders over the next three or four days to take their views into consideration, and prepare an action plan for the registration of non-agricultural lands.
"There is an urgent need to have a simple and transparent land registration process. The real estate sector in Hyderabad is doing very well. We must ensure that the registration system does not create any difficulties for the sector. In fact, it must be carried out in a way that will help the sector grow even more. Further, any opportunities for bribery in the process must be thwarted. No officer should have any discretionary powers. To achieve all this, the process must be guided by a sound set of regulations. Talk to various stakeholders in the state and devise the guidelines accordingly. Study the problems being faced by the landowners across the state, and come up with ways to solve the same. The poor, for instance, have constructed their houses without any proper documents. While they are getting the electricity bills, and are paying the property tax and water tax, problems arise when such properties are purchased or sold. Find solutions to such issues. After compiling this data, submit a report with the final guidelines for the registration process," he said.
Expressing his appreciation for the officials who had ensured the success of the registration of agricultural properties through the Dharani portal, KCR encouraged the officials to carry out the registration of non-agricultural properties with the same commitment.
He also asked them to make sure that there were no more delays in the services.
"Due to various reasons, the registration, which was supposed to commence nearly two months ago, was delayed by 70 to 80 days. This has created many difficulties. Now that the services have been finally launched, we must prevent any further glitches," the CM said.
Chief Secretary Somesh Kumar, CMO Secretaries Seshadri, Smita Sabharwal, Rajsekhar Reddy and Bhoopal Reddy, Mee Seva Commissioner G T Venkateswar Rao, MLA Balka Suman and MLC Naveen Rao were among those who were present at the meeting.
