AP Assembly Monsoon Session Day-4 Fails To Be Productive

Except for paying condolences to former members of the House, the State Legislative Assembly could not carry any other business for the fourth consecutive day on Friday.

The opposition parties on Friday maintained the trend of giving notices for adjournment notices on different issues and Speaker Nadendla Manohar rejected all of them on the grounds that they were against the rules. Surrounding the Speaker's podium, slogan shouting and uproar by the opposition parties forced the Speaker to adjourn the House twice for brief intervals and later it was adjourned for the day after the motions of condolences. No discussions could take place during the Question Hour and the Speaker declared that all the listed question should be deemed to have been answered.

As soon as the House met the political parties gave adjournment motions on seven different issues. They include Motkupalli Narasimhulu (TDP) on tuition fee in engineering colleges, Etala Rajender (TRS) and E Lakshminarayana (BJP) on Telangana resolution, Suchithra (YSRCP) on pathetic condition of farmers' due to adverse seasonal conditions, Akbaruddin Owaisi (MIM) on local bodies elections, G Mallesh (CPI) on power crisis, J Ranga Reddy (CPI-M) on Ashram Institutes service guest lecturers and Nagam Janardhan Reddy (independent) on outbreak of viral fever in Telangana districts.

Soon after the Speaker's announcement that all the adjournment motions have been rejected, the TRS and BJP rushed to the Speaker's podium and started shouting pro-Telangana slogans. Finance Minister Anam Ramnarayana Reddy appealed in vain to convince the opposition members to resume their seats. He said that three days of session have already been lost due to pandemonium and the House could utilise the remaining two days if opposition parties extend cooperation.

Following no signs of change in the situation, the Speaker adjourned the House for one hour. However, similar scenes continued when the House resumed. At one point of time, the Speaker expressed helplessness in restoring the order in the House and adjourned the same again for one more hour.

Jai Telangana slogans, this time from treasury benches, greeted the House when it resumed business at 12.30 pm. The Speaker appealed to the TRS and BJP members to resumed their seats to pay condolence to the former members of the House. Then he read out the condolence motions expressing sorrow at the demise of Dodda Balakoti Reddy, NP Chengalaraya Naidu, Vittal Reddigiri Venkata Rama Reddy, Jogi Mastanaiah, C Kulasekhara Reddy and Anantha Reddy Balreddy.

The House also paid tributes to veteran freedom fighter Konda Laxman Bapuji who passed away on Friday. However, TDP members Errabelli Dayakar Rao and Motkupalli Narasimhulu, TRS deputy floor leader T Harish Rao and Nagam Janardhan Reddy insisted that the House take up discussion on Bapuji's condolences. Following the advise of Leader of the Opposition N Chandrababu Naidu and Legislative Affairs Minister D Sreedhar Babu, the Speaker allowed discussion on Bapuji's condolence motion.

After paying homage to Bapuji, the Speaker adjourned the House till Saturday. (INN)
