Khemka, who was Haryana's Director General of Land Consolidation and Land Records-cum-Inspector General of Registration, had issued a formal letter ordering a probe into the "alleged under-valuation of some properties registered by Shri Robert Vadra or his companies as vendor or vendee" taking note of his own findings, media reports, and allegations by India Against Corruption.
On 11 October 2012, even as the nation was reeling from allegations of a Vadra-DLF nexus, Khemka went home to a transfer notice without any explanations. Despite having no choice but to accept the orders, Khemka cancelled the mutation on a piece of land sold by Vadra to DLF for Rs. 58 crore.
The incident reeks of political nepotism and bureaucracy, making any claims of the land deals being "transactions between private individuals" highly dubitable.
Vadra reportedly bought the 3.531 acre plot for Rs. 7.5 crore, sold it to DLF for Rs. 58 crore 65 days later, and used that money to buy premium DLF apartments.
