Rosaiah was addressing the gathering after unfurling the tri-colour for the first time after assuming charge as CM.
Reiterating that the government would continue all welfare schemes launched for the benefit of poor and middle class people, Chief Minister K Rosaiah on Sunday stated the government would give top priority for the welfare of women and farmers programmes.
Addressing the gathering after unfurling the tri-colour for the first time after assuming charge as CM, at Parade Grounds, to mark the 64th Independence Day celebrations, Rosaiah said despite unfavourable conditions in the state, the state has registered a 31% growth in revenue for the April–June quarter this year.
The Chief Minister said the state had mobilized Rs. 8,170 crore as revenue during 2009, and has mobilized Rs. 10,738 crore this year for the same period, against the target of Rs. 11,266 crore.
Laying stress on farmer welfare, Rosaiah said the state has achieved food security by producing a record food grain production of 60 lakh tons since 2004 to 2009. He expressed confidence that the state may produce a bumper crop this year, as it received good rains.
The Chief Minister said that the government conducted a 'Rythu Chaitanya Yatras' from May 17 to June 2 across the state, to create awareness among farmers, on farming activities.
The government also launched 'polambadi' programme to create awareness among farmers. The government also focused on supplying qualitative seeds, sophisticated machinery, subsidy on fertilizers and pesticides and crop insurance, he said.
The government has taken up the modernization of irrigation projects – Krishna, Godavari, Penna, Nagarjuna Sagar, Nizam Sagar - with Rs. 15,000 crore, under the Jalayagnam scheme. The modernization will be completed in 2013-14, according to him. The projects would provide additional an irrigation facility to 17,000 hectares of agriculture land, he stated.
The bunds along river basins Krishna, Godavari, Vamsadara and Nagavali, would be strengthened with Rs. 2,313 crore, to prevent floods. The works would be completed in 2013-14, he added.
Rosaiah said, "Though the government has committed to the industrialization of the state, it also taken steps to protect the environment. It planted around 24 lakh saplings across the state on July 16, as against the target of 10 lakhs."
The government has decided to support 5,000 youth financially by allocating Rs. 50 crore under Rajiv Yuvasakthi in 2010-11, he revealed.
The Chief Minister said that the government has decided to extend the 'pavala vaddi scheme' to all self help group members by allotting Rs. 1 lakh crore by 2015-16. The programme is aimed to make members in SHGs 'lakhpatis', he said.
Rosaiah said that the government will take steps to plug leakages in all government schemes and free them of corruption. "I don't want to make any new schemes on my brand. I will continue the existing schemes of YSR in an efficient manner," he said.
"All people should act in a responsible manner for the progress of the state. This is not just the Chief Minister's responsibility," he stated.
Earlier, the Chief Minister participated in a flag-hoisting ceremony at Gandhi Bhavan. PCC chief D Srinivas, ministers and MLAs and a host of Congress leaders, were present.
