Until there is clarity from the government regarding the staffing pattern of the recently merged Gram Panchayats, the existing system of administration will run, says Krishna Babu.
GHMC Commissioner M T Krishna Babu said that until the GHMC gets clarity from the government regarding the staffing pattern of the recently merged Gram Panchayats, the existing system of administration will run, in order to avoid any problems and issues relating to salaries.
The Commissioner held a review meeting with secretaries of Gram Panchayats, Zonal Commissioners, Additional Commissioners and Deputy Commissioners of the GHMC, with regard to the mergers of certain Gram Panchayats within the limits of the GHMC.
Krishna Babu said that the GHMC would send a proposal to the government by duly taking the options of existing employees regarding their continuation in either the GHMC or the Panchayat Raj department.
The Commissioner, while interacting with the officials of the Gram Panchayats, said that he has written a letter to the Secretary of the Panchayat Raj department, requesting him not to redeploy the existing Panchayat Raj staff for further 3 months.
Krishna Babu directed the Deputy Commissioners to freeze the particulars of staff, Panchayat-wise, and to send them to the Additional Commissioner (Admn.), along with their appointment process and increment details.
He also enquired about the process of sanitation, garbage-lifting, water supply, street lights, storm water drains and sources of revenue of the Gram Panchayats. He further said that the GHMC would issue uniform guidelines within 2 months.
The Commissioner directed the Zonal Commissioners to identify places for transfer stations for garbage immediately. In case of government lands, the GHMC will seek the permission of the Collector for construction of compound walls to safeguard government properties, he said.
The Commissioner further assured the meeting that support would be given to the officials for the betterment of civic facilities.
Krishna Babu directed the officials of the Gram Panchayat to submit the proposals on all issues requiring immediate attention, such as water supply, underground drainage (for laying extra pipelines), sewerage lines for new colonies, and street lights for occupied habitations. He said proposals could be repared with the involvement of public representatives and the public.
Responding to the concern raised by Gram Panchayat officials regarding the non-payment of salaries for the month of August, 2013, he directed them to prepare and submit salary bills to the Deputy Commissioner concerned immediately.
The Commissioner directed the Deputy Commissioners to hold regular weekly meetings with the secretaries of Gram Panchayats until the system is stabilized, and also directed payments for ongoing works.
He further said that compound walls must be constructed for open lands owned by the government, where there are risks of encroachments. He added that construction of compound walls for burial grounds is one of the GHMC's priorities.
Krishna Babu said that GHMC plans to develop a major park in each of the merged Gram Panchayats, and directed Gram Panchayat officials to submit their proposals to the Additional Commissioner of Urban Biodiversity, for plantation in government-owned open lands.
