Hyderabad | 1st September 2013
GHMC Commissioner M T Krishna Babu has directed the Irrigation Department to submit a report on the fixing of the MFL (maximum flood level) of Musi, to the 3 member Technical Committee constituted by the government, within a week's time.
The Commissioner held a review meeting on lake protection with Hyderabad Collector M K Meena, Ranga Reddy Collector M V Reddy, and Additional Commissioner (Planning) D Ronal Rose, in Panwar Hall on Saturday. He directed the Irrigation officials to mark boundaries of the Musi River on paper, based on the MFL.
The Commissioner said that it is the responsibility of the RDOs to decide the ownership of land, based on the revenue records, after the Irrigation Department draws the boundaries.
He noted that 21 kilometers of Musi River passes through GHMC limits, covering some parts of both Hyderabad and Ranga Reddy Districts, and said that the GHMC would take responsibility of the construction of pillars on the entire 21-kilometre-stretch of the Musi River. He opined that co-ordination among various departments would yield good and speedy results in this regard.
While interacting with the Hyderabad District Collector, the Commissioner enquired about what was being done regarding the protection of government lands which are beyond the ground marking of MFL, and private lands which are in the MFL of Musi River. In response, the Collector informed him that they they were planning to implement WALTA Act section 23(1) in this regard, under which a 3-day notice can be given to owners of private property, saying that no construction activity should take place at a water body (according to the act). He further said that as per his enquiry, pattas which were issued earlier are Raithvari Pattas, which don't give the bearer any right to construct a structure.
The GHMC Commissioner ordered that videography of encroachments (for every 50 metres of the Musi river) be arranged so as to curtail further encroachments.
He directed the Additional Commissioner (Planning) to attach the ACPs concerned to the 8 Tahsildars during the survey, and during the enumeration of encroachments of the Musi.
The Commissioner further said that possession certificates of Mallapur and Bandlaguda housing colonies would be issued to the displaced encroachers of the Musi, along with relocation allowances.
Krishna Babu directed the Revenue officials to identify quarry sites in nearby areas, where garbage and silt taken out from the river can be dumped. He also directed ENC to get the sanctions for the Musi bridge maintenance works.
Protection Of Lakes
The Commissioner said that all of the 128 tanks in the cityb would be fenced by February 2014, and that the responsibility for the same would be entrusted on the Zonal Commissioner concerned.
The Irrigation officials informed him that they had completed the fixing of FTL for 64 tanks, and that for the remaining tanks, it would be fixed in the next 2 months.
The Commissioner directed the Irrigation officials to superimpose the FTLs in the Revenue maps after fixing the FTLs with GPS tracking.
Burial Grounds
The Commissioner directed Revenue officials to mark the boundaries of burial grounds so that the GHMC can start work on their fencing and the construction of their compound walls.
Protection Of Government Lands
The Commissioner requested Revenue officials to hand over vacant government lands to the GHMC so that the latter can take up the construction of compound walls around them. He further directed the Revenue officials to give an undertaking that confirms their handing over of the government lands to the GHMC for custody. (INN)
