The GHMC budget presentation was preceeded by chaos as various parties used the meeting to highlight the issues uppermost in their minds.
Corporators of the Bharatiya Janata Party (BJP) on Monday rocked the Greater Hyderabad Municipal Corporation (GHMC) special budget meeting raising 'Jai Telangana' slogans, and demanding that a resolution be passed by the corporation calling for a separate state.
Mayor Banda Karthika Reddy, who was about to present the GHMC's budget at the special meeting was forced to placate the BJP corporators, and assure them that a decision on the demand for a resolution would be taken later.
The BJP corporators demanded that the resolution should seek a separate Telangana state, the withdrawal of police forces from Telangana region and the lifting of curbs on the media on reporting the agitations going on at the Osmania University.
Earlier, Telugu Desam Party (TDP) Floor Leader in the GHMC, Singireddy Srinivas Reddy, demanded that the GO 86 be suspended, since it was illegal. The GO makes it mandatory that the GHMC levies a penalty of 200% on unauthorised constructions.
Responding to Singireddy's demands, GHMC Commissioner Sameer Sharma said that the corporation was entitled to levy penalties up to 400%, as per the directions of the High Court.
Sameer Sharma's remarks led to the TDP corporators raising a furore in the Council Hall.
Responding to Sameer Sharma's clarification, MIM corporator Mir Zulfiqar Ali said that under Section 230, Clause 3, of the GHMC's constitution, only 25% penalty could be imposed. He added that the GO was illegal and was contrary to the GHMC's constitution.
