The expenditure consisted of committed expenditure of Rs. 61,607 crores, and expenditure of Rs. 88,038 crores under "Pragati Paddu" or expenditure on schemes.
Finance Minister Etela Rajender presented his fourth consecutive budget for Telangana, for the year 2017-18, in the state Assembly on Monday, proposing a total expenditure of Rs. 1,49,646 crores, with major allocations for welfare and development schemes.
The expenditure consisted of committed expenditure of Rs. 61,607 crores, and expenditure of Rs. 88,038 crores under "Pragati Paddu" or expenditure on schemes.
The expenditure under Pragati Paddu was higher than that under committed expenditure, and thus the budgetary allocation for several sectors including agriculture, power and various welfare measures was higher than that made in 2016-17, Rajender said.
The Finance Minister said that the manner of presentation of the budget for 2017-18 was different from those of the previous ones, following the union government's decision to do away with the classification of expenditure into Plan and Non-Plan, and stick only to the constitutional mandate of classifying expenditure as revenue and capital.
He also said that a major development which has had a bearing on the budget for 2017-18 was the demonetization of high-value currency in November last year. This had adversely affected the revenue collections under stamps and registration, and to a lesser extent the revenue from VAT in the current year. Despite this, the state had registered a strong growth due to suitable follow-up measures taken by the government, Rajender said.
The Finance Minister said that as per the latest estimates, GSDP growth at constant prices in 2016-17 was likely to be 10.1%, as against the expected national GDP growth of 7.1%.
Rajender informed the members that the state government had already deposited three installments of the loan waiver into the bank accounts of the farmers, and that the last installment would be released in 2017-18 for which a provision of Rs. 4,000 crores had been proposed in the annual budget.
The other allocations made in the budget included Rs. 5,943 crores for agriculture and cooperation, Rs. 25,000 crores for irrigation, Rs. 14,723 crores for Panchayat Raj, Rs. 5,033 crores for roads, Rs. 4,203 crores for power, Rs. 5,976 crores for health, and Rs. 12,705 crores for education.
