The decentralization bill of the Andhra Pradesh government aiming to create 3 capitals for the State (the Andhra Pradesh Decentralisation and Inclusive Development of All Regions Act, 2020) faced an obstacle in the Legislative Council today.
The bill was introduced by Finance Minister B Rajendranath Reddy in the Council. However, the TDP, which has a majority in the house, obstructed the bill by giving notice to the Chairman under Rule 71.
Leader Of Opposition in the Council Yanamala Ramakrishnudu urged the Chairman to allow discussion on the notice given by them before allowing any other discussion on the bill in the House.
Yanamala also alleged that MA&UD Minister Botsa Satyanarayana had insulted the Council, and demanded an unconditional apology from him to the House. He also asked the ruling party leaders why they were calling the opposition MLCs.
Responding to this, the Finance Minister urged the Chairman to allow discussion on the Bill as it was already approved by the Assembly. Following this, the Chairman allowed a discussion on the TDP's notice under rule 71 leading to the adjournment of the discussion on the decentralization bill albeit temporarily.
