Opposition parties in the state, including TDP and Lok Satta, have demanded that a privilege motion be passed against Finance Minister Anam Ramnarayana Reddy, as it was "unconstitutional" to present a separate budget for agriculture.
In response to this, Anam "clarified" that the Rs. 25,962.02-crore budget presented by Agriculture Minister Kanna Lakshminarayana was more of an action plan than a budget per se, and that the confusion was over printing errors.
This led to a further brouhaha wherein MLAs from opposition parties claimed that the ruling party was trying to hoodwink the people by overstating the importance it is actually giving to agriculture in the state, and criticised the Finance Minister for having heavily publisicised this "action plan" as the country's first ever separate budget for agriculture in a state.
There were also allegations that the budget was a little too flexible, and that it would be very easy for funds allocated for one segment to be transferred to another.
Nadendla Manohar, who was growing visibly uneasy as the House looked like it could slip back into the
chaos of the morning, took the easy way out by assuring those present that he would go through the budget once again and then take a decision of whether or not allow the privilege motion. He then adjourned the House to re-assemble on Tuesday, 19 March 2013.
