Governor Rejects Names Of Two Nominated MLCs

Telangana Governor Dr Tamilisai Soundararajan rejected the recommendation of the government to appoint two persons as MLCs under the Governor's quota - Dasoju Sravan Kumar and Kurra Satyanarayana.

The Governor on Monday conveyed her message to Chief Secretary Santhi Kumari in two separate letters, explaining that the two persons didn't qualify to be nominated under the Governor quota.

In the letter, she mentioned that the Constitution of India empowered the Governor to nominate Members to the Legislative Council, but that under Articles 171(3) & (5) these needed to persons having special knowledge or practical experience in literature, science, art, cooperative movement or social service.

However, the summary of Dr Dasoju Sravan Kumar indicated his active participation in the political, corporate and academic sectors. His summary did not indicate any special achievements or long tenures in literature, science, art, cooperative movement or social service. There was no apparent consideration of the pre-conditions required under Article 171(5) of the Constitution of India, the Governor said. She also said that except for the summary, no details or documents were enclosed or sent to her.

Similarly, the summary of Kurra Satyanarayana indicated active participation in politics and corporate trade union activities, and did not indicate any special knowledge or accomplishments in literature, science, art, cooperative movement and social service, Soundararajan said in another letter. So the recommendation of Satyanarayana as a nominated Member of Legislative Council was also being rejected, the Governor.

The Governor requested the Cabinet and Chief Minister K Chandrashekar Rao to avoid such politically aligned persons for nominated posts under Article 171(5) of the Constitution of India, defeating its objectives and enactment, and consider only genuinely qualified persons in those fields.
