GHMC Commissioner Somesh Kumar observed that a lot of garbage had piled up on almost all the main roads. He also focused on property tax collection.
GHMC Commissioner Somesh Kumar gave 2 days to the officers concerned to remove the piled-up garbage or face on-the-spot suspension.
The Commissioner observed that a lot of garbage had accumulated on almost all the main roads, and said that even though the staff is on election duty, it is the prime responsibility of the GHMC sanitary officials to perform their regular duty.
He directed all the Special Officers, Deputy Commissioners and Zonal Commissioners to be on field from now on in the morning to personally monitor the lifting of garbage as a priority.
He also stated that sweeping also needed a lot of improvement.
The Commissioner promised that the vacant AMOHs of Circles 8 & 18 will be filled up immediately as a priority.
Meanwhile, the GHMC Commissioner congratulated the entire Revenue Wing of the GHMC for collecting Rs. 1,000+ crores for the year 2013-14, and also for the early bird scheme where the property tax collected was about Rs. 111 crores, with 25% of all the tax payers of 2013-14 having paid property tax in the early bird scheme.
The Commissioner particularly thanked the property tax payers who participated in the early bird scheme.
The Commissioner directed all the Deputy Commissioners to prepare the lists of eligible Bill Collectors, Tax Inspectors and Valuation Officers who reached their targets and brought a good property tax collection, so that incentives could be given to those employees as a token of encouragement, in a thanksgiving ceremony to be organized by the GHMC.
Somesh Kumar, while briefing about the strategy for the year 2014-15, said that the Revenue Wing of the GHMC had started assessing the new properties as per the 56-column format by duly considering the issued date-of-occupancy certificate, the area mentioned in the fire NOC, the bulk meters of Hyderabad Metro Water Supply & Sewerage Board (HMWS&SB), and the commercial charges of the APCPDCL.
He ordered purification of the property tax data as a priority, and opined that priority has to be given for the top 250 defaulters, clearing of court cases, double entries, Revision Petitions and zero assessments where demand is shown as zero. Trade licenses of property tax defaulters have to be seriously reviewed to improve the property tax collections, he said.
He further directed 100% collection of mobile numbers and emails of property owners during this house-to-house survey.
The Commissioner directed the Deputy Commissioners to prepare, Bill Collector-wise, the top 250 defaulters list of 2013-14, and start collecting the property tax from 10 properties per day.
He said that nearly 3 lakh property owners had not paid their property tax in 2013-14, and directed collection of property-wise details for these people with reasons for not paying the property tax.
Somesh Kumar announced that Rs. 5 per demand bill would be given to the Bill Collectors for serving the same to the property owners within 15 days time, and after that Rs. 3 would be given per each demand bill, and ordered the collection of correct data from property owners.
The Commissioner fixed the responsibility of settling Revision Petitions on Deputy Commissioners, and directed them to complete the process by this month's end.
He further directed the Deputy Commissioners to settle the court cases within 2 months.
The Commissioner directed the Additional Commissioner (Revenue) to collect the property tax of hoardings upon every renewal, and to formulate certain norms for collecting property tax on cell towers. (INN)
