Governor E S L Narasimhan reviewed the progress of the process of bifurcation of Andhra Pradesh with senior officials in a high-level meeting held at the Sudharma Block of the Raj Bhavan here on Sunday.
Besides approving 4-month budgets for the Andhra Pradesh and Telangana States, the Governor reviewed several other important issues.
Chief Secretary Dr P K Mohanty informed the Governor that under Schedule X, 38 more institutions would be added to the 107 institutions, and a proposal would be sent to the Government of India.
Principal Secretary (Irrigation) Nagi Reddy informed that under A P Reorganization Act, the irrigation department had noticed certain discrepancies related to the Krishna River Management Board and 16 other projects which were currently under construction on the Krishna and Godavari basins, which were not mentioned in the Schedule IX.
The Governor accepted the proposal for forwarding to the Government of India for making the necessary amendments to the Act.
The Chief Secretary also informed that the bifurcation of files was completed, as was the process of digitalization. He also said that the bifurcation of movable and immovable assets and vehicles was also completed.
All the committees constituted for the State's bifurcation have submitted their recommendations, and the reports will be sent to the Government of India, he added.
In this context, the Chief Secretary said, new Advisory and Apex committees for the State's reorganization would be constituted. The new Advisory Committee would have Kamalnathan as its Chairman, and its members would be the Chief Secretaries of both AP and Telangana States, Secretaries to the governments, and the departments of home, finance and law of both the States.
The Secretary of the A P Reorganisation department would be the member secretary.
Similarly, the Apex Committee will be reconstituted with both the Chief Secretaries as Co-Chairmen, and Secretaries of the government, planning, home, finance, irrigation, energy, higher education, industries, public enterprise, industries and revenue as members.
The institutions under Schedule IX, the companies and corporations will have to submit their demerger plans to the 3-member expert committee.
During the meeting, the issues related to All-India Service Officers and State government officials were also reviewed. The guidelines proposed for allocation of government quarters were approved, too.
The Governor has also approved the common admission procedure and continuation of various quotas in the higher educational institutions for the next 10 years beginning from June 2.
