Subba Rao's clarification came in the wake of representations of students and youth unions affiliated to all the major political parties in the state, which were made to him earlier in the day over the issue.
There were pleas that if the appointments were stopped in the poll-bound constituencies, then the teachers appointed to posts from these areas would face hurdles later on in their careers.
Subba Rao had told the representatives that he would have to discuss the issue with the ministers concerned before making a decision.
