The Telangana government on Saturday imposed a ban on the hiring of retired officers as OSDs, consultants and advisors, with immediate effect.
"It has been represented to Government that certain departments in Secretariat are appointing retired persons as Officer on Special Duty (OSD) on contract basis and giving regular subjects depriving the opportunities to regular employees. Further, the said OSDs are entrusted no special duty but only routine work, which they used to attend prior to their retirement in respective departments. These appointments are hampering the promotion avenues of regular employees and preventing them to learn work and gain experience in some focal areas. The Departments in Secretariat are recommending such appointments in a very routine manner without establishing any expertise or skills," said the GO Ms No 55 issued by the finance (HRM.I) department on Saturday.
Therefore, the state government has advised all the administrative departments of the Secretariat to critically review the re-appointment/re-employment of the retired personnel already permitted in their departments with reference to their expertise, and examine the necessity to continue them as consultants / OSDs and advisors.
