Leader Of Opposition in the Telangana State Legislative Council Mohammed Ali Shabbir slammed Chief Minister K Chandrashekar Rao for postponing the Monsoon Session of the State Assembly and accused him of "desecrating the pious institution of Legislature".
Addressing a press conference at Gandhi Bhavan on Saturday, Shabbir Ali said that postponing the Monsoon Session without even informing the Opposition parties amounted to disrespecting the highest law making bodies in the State.
He also said that when the Assembly and the Council met on August 30 to ratify the Goods and Services Tax (GST) Bill, the Chief Minister and the Legislative Affairs Minister T Harish Rao had assured the Business Advisory Committees (BACs) that the Session would be convened from September 20.
However, they forgot the assurances they gave to the BAC and prorogued the Assembly to facilitate passing of an ordinance on the formation of the new districts, he said. he added that such an act was nothing disrespectful towards the institution of Legislature, which was the first pillar of democracy.
The Congress wanted to discuss the districts' re-organization, the irrigation agreement with Maharashtra, the crop loan waiver dues, the loss of crops due to draught and then due to floods, the Nayeemuddin encounter case, the assurance of 12% reservations for Muslim and ST, and several other issues. However, it seems like the TRS was not in a position to face the Congress on these issue, Shabbir Ali said.
Speaking on the district's delimitation process, the Congress leader accused the State government of taking unilateral decision on the formation of the new districts.
"During the first all-Party meeting held on August 20, the CM himself assured that a second all-Party meeting will be convened before issuing the final notification. However, no such meeting has been convened so far. We are done with his hollow words," Shabbir Ali said.
Concluding the conference, he said that a Privilege Motion under Rule 168 would be served to both KCR and Harish Rao by the Congress members.
