The Commission held the State accountable for the death of inmate Makkala Hanmanthu alias Nani, citing negligence by prison authorities.
Hyderabad | 20th March 2026
The Telangana Human Rights Commission (TGHRC) today recommended Rs 5 lakh compensation to the family of a remand prisoner who died in custody in 2017, citing negligence by prison authorities.
In its order dated February 25, 2026, the Commission, headed by Justice Shameem Akther, held the State accountable for the death of inmate Makkala Hanmanthu alias Nani. Based on the magisterial inquiry and forensic evidence, the Commission found that he died by hanging (asphyxia) using a wire that was accessible within the jail premises.
The Commission observed that the availability of a wire inside the jail pointed to serious lapses in prison supervision.
Stating that prisoners were entitled to the protection of life under Article 21 of the Constitution, the Commission held the State vicariously liable and directed the payment of compensation to the victim's family, closing the case thereafter.
