Social scientist Mallepally Lakshmaiah today filed a petition in the High Court urging it to stay the orders given by the Election Commission stalling the Dalit Bandhu scheme in the Huzurabad Assembly constituency going in for a by-election on October 30.
The EC's order was against the constitution as the scheme was an old one and ongoing, and the state government had already allotted funds for it in its budget, he informed the court. Ongoing schemes could not be stopped by the election body, and so its orders against Dalit Bandhu were invalid, he argued in the petition.
He also said that it was surprising that the EC had stalled only Dalit Bandhu while there were other several ongoing welfare schemes. The action was hurting the SC and ST communities in addition to being a violation of the constitution, he claimed.
The court is yet to conduct hearings and give its order on the petition.
