Standards For Noise Pollution Set

The Centre has notified ambient noise standards in different categories - industrial, commercial and residential areas and silence zones.

The Union Government has chalked out standards for noise pollution by notifying ambient noise standards in different categories - industrial, commercial and residential areas and silence zones.

Minister of state for environment and forests (independent charge) Jairam Ramesh, in a written reply to the Rajya Sabha, said that the threshold is 55 dB (A) Leq during the 'day time' and 45 dB (A) Leq during the 'night time' for residential areas.

'Day time' and 'night time' mean 6am to 10pm, and 10pm to 6am, respectively. dB (A) Leq denotes the time weighted average of the level of sound in decibels on scale A, which is relatable to human hearing.

The Central Pollution Control Board (CPCB) and the State Pollution Control Boards (SPCBs)/ Pollution Control Committees (PCCs) have been carrying out sporadic noise monitoring in urban areas, mainly during festivals such as Diwali.

A few SPCBs and PCCs have initiated regular noise monitoring since 2008-2009. As per the available data, the prescribed noise norms for various areas are exceeded at several locations.

However, a definite trend cannot be ascertained since limited data is available, Ramesh said.

Meanwhile, the CPCB has also undertaken the task of establishing a National Ambient Noise Monitoring Network.

The Union Govt oflate has fixed the limits for noise pollution in various zones like commercial, industrial. residential and silent. Already the Hon'ble Supreme Court in the year 2005 has clearly passed neccesary directions interalia not to have noise pollution between 10 pm and 6 am. But the above directions are hardly followed. Needless to say as per Art. 21 of constitution of india it is clearly held that every citizen has got a fundamental right to sleep peacefully in his house. Hence the local administration and police department should take stringent action against the noise polluters irrespective of their position and see the existing noise pollution on the roads and near marriage halls is completely reduced or minimised. Likewise the heavy sound emitted by new diesel autos is also disturbing the peace of citizens in residentia areas, so the same has to be curbed immediately. Hope the new rule will be implemented,
