The proceedings of the AP State Legislative Assembly remain paralysed, for the 2nd consecutive day.
The proceedings of the Andhra Pradesh State Legislative Assembly remained paralysed for the second consecutive day on Friday, with Opposition parties stalling the House, demanding the acceptance of their No Confidence Motion and the introduction of a Telangana resolution.
While Telugu Desam Party MLAs insisted that Speaker Nadendla Manohar allow the No Confidence Motion, members of the Telangana Rashtra Samithi, clad in white T-shirts with Telangana slogans printed on them, pressed for a Telangana resolution.
Following the din and uproar by the Opposition, the House could function for only 14 minutes, before being adjourned for the day.
As soon as the House assembled at 9am, members of the TDP and the TRS rushed to the Speaker's podium, raising slogans. Following complete disorder, the House was adjourned for 10 minutes at 9.02am. Members of the TDP and the TRS remained seated on the floor of the Assembly during the break.
Business was resumed at about 9.28am. However, the agitating Opposition members again started raising slogans. TDP MLAs were shouting slogans from the left side of the Speaker's podium, and the right side was encroached upon by the TRS members.
After 4 minutes, the House was again adjourned for half-an-hour, at 9.32am.
Some members of the Treasury benches, too, contributed to the slogan-shouting. As many as 11 Congress MLAs, including R Damodar Reddy, Jayasudha, Venkata Ramana and Ch Muthyam Reddy, raised Jai Telangana slogans, standing next to their seats.
Meanwhile, during the break, TRS Floor Leader Etela Rajender submitted a notice of a No Confidence Motion against the government to Assembly Secretary Raja Sadaram.
Later, talking to reporters at the Media Point, Etela said that the TDP's notice for a No Confidence Motion was not in proper order, and that therefore, the TRS had submitted a fresh Motion. He sought the support of all MLAs from the region, across party lines, for the Motion.
The proceedings of the House were resumed at 10.50am. However, the din continued despite the Speaker's repeated requests for order.
Amidst the furore, 3 important bills - pertaining to Land Reforms (Ceiling on Agricultural Holdings); Municipal Laws; and Andhra Pradesh Tax on Professions, Trades, Callings & Employments - were introduced and passed.
Meanwhile, on being the Speaker confirming that he had received the notices of the No Confidence Motion, the TDP MLAs resumed their seats. However, the TRS members continued their slogans, and did not leave the Speaker's podium.
The Opposition members did not listen to the Speaker's request to stay calm for the condolence motions over the death of former MLAs V Chalapathi Rao, Satish Pal Raj, T Chitti Naidu and A Guruva Reddy.
As the uproar continued, the Speaker adjourned the House at 10.58am for the day, to meet again on Saturday at 9am.
Chief Minister N Kiran Kumar Reddy and Opposition Leader N Chandrababu Naidu did not attend the session, although both were present in their chambers in the Assembly. (INN)
