Even as the
ceremony to administer the oath of office was about to begin at the Raj Bhavan, bureaucrats in the state Secretariat were seen rushing to the residences of various ministers in the erstwhile Rosaiah cabinet on Thursday, with files in hands.
According to sources, these bureaucrats were keen to see that these files pertained to the many proposals, projects or pleas which were in the final stages of getting approved. The babus were reportedly keen to see that the files were cleared before the swearing-in ceremony, since the ministers would have been no longer empowered to give them the go-ahead.
Understandably, the bureaucrats' keenness came from the fact that if any particular file was kept in abeyance, the next person to hold office may not be aware of the progress of the case. Getting the file cleared before the minister concerned demitted office was seen as the only possible solution.
The speed at which the events shifted during Wednesday had left babus unprepared. Most of them were determined to ensure that they do not lose precious time by getting the files cleared.
