Telangana Assembly Passes SC Sub-Categorisation Bill

The 59 sub-castes in the SCs have been categorised into three groups and the 15% reservation divided among the three groups.

The Telangana Scheduled Castes (Rationalisation of Reservations) Bill, 2025, was unanimously approved today by the State Assembly.

Telangana Health Minister Damodar Rajanarsimha presented the Bill.

During the discussion, Chief Minister Revanth Reddy said that many individuals had sacrificed their lives in the prolonged struggle for SC sub-categorisation in reservations.

"This then marks a significant achievement, providing a lasting resolution to a long-standing issue," he said.

Speaking of his government's commitment to the sub-categorisation, he said that immediately after the Supreme Court's ruling permitting sub-categories for SCs in reservation the State government had passed a resolution in the Assembly supporting the sub-categorisation. Subsequently a ministerial sub-committee was formed, followed by a one-man commission after consultations with legal experts.

"The commission received 8,681 proposals from the public, and its report was approved without revisions. We categorised 59 sub-castes in the SCs into three groups and divided the 15% reservation among the three groups," Reddy said.

The Chief Minister also pledged government support for the families of the individuals who had lost their lives in the fight for the categorisation. He assured those families that they would be prioritized for assistance under the Indiramma Houses and Rajiv Yuva Vikasam programs.

The Chief Minister added that SC reservations would be increased to 18% based on the updated population data after the completion of the 2026 census.

"My government is committed to the advancement of dalits, and will continue to support them," Reddy said.
