Police Torture Of Minor: TSHRC Summons CP Hyderabad
The Telangana Human Rights Commission summoned the Hyderabad Police Commissioner in the case of a minor being brutally tortured by the Jubilee Hills police.
Hyderabad | 7th August 2025
The Telangana State Human Rights Commission (TSHRC), chaired by Justice Shameem Akther, has taken serious cognizance of allegations that a 17-year-old boy, Daggupati Ajthi Kumar Sharma, was illegally detained and brutally tortured by the Jubilee Hills police between December 15 and 17, 2024.
In light of the victim's deteriorating health - he has reportedly become paralyzed - the TSHRC today summoned the Commissioner of Police, Hyderabad, to appear before the Commission on August 12, along with all the relevant case records.
The Superintendent of NIMS, Hyderabad, has also been directed to immediately examine the victim, provide the necessary treatment, and submit a detailed health report within 48 hours.
According to a complaint filed by the boy's father, Daggupati Rambabu, the police detained his son over a minor video-related issue and subjected him to what he described as "third-degree" torture.
The minor was allegedly deprived of basic necessities such as water, and was not produced before the Juvenile Justice Board within the legally mandated time frame.
This case adds to a growing list of human rights concerns related to alleged police misconduct in Telangana. Notably:
- The Telangana Human Rights Commission held Transco accountable for the electrocution death of a child, and awarded compensation.
- The Commission also urged the Director General of Police (DGP) to prevent coercion by the police and ensure the safety of complainants.
- The National Human Rights Commission (NHRC) continued conducting open hearings in Hyderabad addressing cases involving custodial deaths, human trafficking and welfare lapses, with a focus on delivering swift justice.
