In the second phase of Operation Black Film, a fine of Rs. 1,000 will be imposed on those who have not removed tinted films from their vehicles.
The city traffic police will impose a fine of Rs. 1,000 on those who have not removed tinted films from their car safety glasses. These orders will be enforced from December 28 onwards.
According to Additional Commissioner (Traffic) C V Anand, "The orders of the Supreme Court of India, regarding the removal of black films from all motor vehicles, were implemented in Hyderabad City from October 25 onwards, after two weeks of educational exercise and distribution of pamphlets. Till date, as many as 51,753 cases have been registered. A recent sample survey conducted indicates that more than 95-97% of the 4 lakh car users have removed their films. However, the remaining three to five per cent of car owners are either willful violators, or people taking out their vehicles during odd timings, or vehicles coming in from outside Hyderabad."
"Moreover, some VIPs, officials, film and other important personalities have been requesting exemption from the orders under various pretexts. The matter has been discussed at the highest level, and it has been decided that the orders of the Supreme Court will be implemented in letter and spirit, and no exemption shall be granted to anybody except for people falling under the security categorization of Z and Z+ categories," he asserted.
Anand clarified that darker films cannot be replaced with lighter colour films. "As per the orders of the Supreme Court, no film of any VLT (Visual Light Transmission) is permitted on the wind screen and on the window glasses," he said.
He added that car decor shops and and accessory shops have been warned of stern action if they illegally fix "RTA-approved" black films.
"Further, some car owners are using sun shades and curtains, and some high-end cars even have the facility to draw up black screens. Since the spirit of the Supreme Court's order is that there should be clear visibility inside the vehicle, any material obstructing that visibility is illegal," he said.
"It is also clarified that RTC buses, private and tourist buses, and school buses which have such films pasted on their window screen should also get them removed immediately, as the time given to them is lapsing. Violators will be heavily fined from January 3rd, 2013 onwards," the Additional Commissioner said. (INN)
