Refuting vehemently the allegations made by the Opposition parties during the debate on the Motion Of Thanks to the Governor's address, Telangana Chief Minister K Chandrashekar Rao affirmed that his government had not mortgaged the State's interests to the Maharashtra government where the projects across the Godavari river were concerned, and said that the government would complete all the projects on time and provide irrigation waters to one crore acres.
The Chief Minister also said that the Mission Bhagiratha initiative was aimed at providing drinking water to all households of Telangana, and that the TRS government was calling for tenders online for execution of the projects that are part of the initiative, without mobilization advances and EPC tenders. He vowed that his government would complete Mission Bhagiratha and provide water to 6,100 villages.
Refuting the terming by the Opposition parties of Mission Kakatiya as Commission Kakatiya, KCR said that the people were reposing confidence in the TRS government and had voted for it in the recent elections despite the Opposition parties' attempts to convince the people that Mission Bhagiratha and Kakatiya were steeped in corruption. The CM doubled down saying that a huge budget would allocated to Mission Kakatiya this year.
Finding fault with the letter addressed to the HUDCO by Nalgonda MP Gutha Sukhender Reddy against granting loans to Telangana, the Chief Minister said that the act of writing a letter to the HUDCO MD was nothing but obstructing the developmental works being taken up by the TRS government.
Speaking on pensions, KCR said that the State government was extending pensions to 31 lakh people and also to 4.75 lakh beedi workers though the government did not mention it in its manifesto.
It was also providing superfine rice to hostels, he claimed.
The Kalyana Lakshmi and Shadi Mubarak schemes, too, were not mentioned in the TRS manifesto, KCR said, and stated that the schemes would be extended from this year to BCs and economically backward OCs, too, along with SCs, STs and minorities.
Responding on GO No 58, KCR said that the scheme would be implemented fully, and that pattas had already been given to 1.25 lakh poor people. He said that the arrears of genuine Indiramma Scheme beneficiaries, too, would be cleared soon.
He said that the double bedroom houses would be funded through Corporate Social Responsibility (CSR) contributions, and that the beneficiaries would be selected by the officials.
Responding on the farmers' loan waiver scheme, he said that the entire loan would have been waived off by the third phase in the next year. He said that the godowns in all mandal headquarters had been constructed, and were ready to store 21 lakh metric tons of crop. He said that the government would provide 100% subsidy to the SCs and STs for setting up poly-houses, and the government itself would also set up a horticulture corporation.
KCR claimed that the government had attracted Rs. 33,000 crores of investments with the TS-IPASS scheme.
He also said that the Textile Park in Warangal would be constructed in a grand manner, and would outshine Surat, Tirpur, Sholapur and Beevandi, and that 2.5 lakh workers working outside would come to it. He also said that the government had planned a separate Pharma City to control the pollution from the pharma industry. He also informed that software exports had increased by upto 16% in 2014-15 bouyed by the idea of T Hub.
Stating that the law and order situation was good in the State, KCR said that the police had stopped accepting bribes in Telangana. He also said that the government would protect the Road Transport Corporation at any cost.
Describing the three-acre land scheme for dalits as a continuing scheme, he said that the government had distributed 6,298 acres to 2,503 families so far.
The government was keen on improving the medical and health sector by standardizing and stabilizing the system, and would strive to see that the hospitals looked clean, KCR said. The budget for the health and medical sector had also been increased this year, and the vacant posts in the sector would be filled. He also promised special allowances to doctors who opted to work in rural areas.
Alleging that several colleges had been set up only for the sake of fee reimbursement, KCR said that the government's committee under JNTU had found that there were 390 bogus colleges in the State.
Saying that the TRS had never said that it would provide a job to every home, KCR said that there were 1.3 crore houses in the State and it was not possible to provide those many jobs.
"Yes, we had said that one lakh jobs would be provided to the youth of Telangana, and it is possible. The government is preparing to fill 10,000 teacher jobs," he said.
