Telangana Chief Minister K Chandrashekar Rao on Wednesday urged the State administration to be more proactive in ensuring that benefits of the reorganization of districts reached the people.
The Chief Minister was speaking at the inaugural session of the District Collectors' Conference held at Pragati Bhavan here, where Ministers, the Chief Secretary, District Collectors, Joint Collectors, Police Commissioners, Superintendents of Police, heads of departments and other senior officials were present.
The CM said that reorganization was done to decentralize administrative wings so that the fruits of development and welfare schemes reached the beneficiaries quicker.
"In the past, several governments with different ideologies implemented many programs and schemes. But yet, there was a simmering discontentment among the people. We have to find out the reason behind it and where exactly things went wrong. We also have to identify their the exact problems and find solutions. If discontent among the people crosses its limits, then, some leaders with vested interests may take an undue advantage of them."
"The official machinery shall think innovatively to solve people's problems and also change their mindsets for the good. It is not impossible for us to rectify flaws in the society. People are not mere beneficiaries of government funds. Money will not solve all of their problems. Good policies and programs must be initiated to solve problems that cannot be solved using money," KCR said.
He listed out some of the achievements of his government, "The TS-I Pass policy gave a huge boost to industrial policy in the State. Some 2,500 industries have been established here. Also, we are reviving and revitalizing water bodies under Mission Kakatiya, and under the Haritha Haram program, we are increasing the green cover in the State by leaps and bounds. We have successfully clamped down on the gambling and illicit liquor. There is a need to provide alternative employment to people hitherto involved in the manufacture of the illicit liquor.
"The State has become no. 1 in the implementation of welfare schemes. We are spending more than Rs. 30,000 crores for this. We have successfully lowered several social evils including crimes against women. All government programs and policies will be implemented in the same spirit," the CM explained.
