TSHRC Asks DGP To Submit Report On Riyaz Encounter

The TSHRC took suo motu cognizance of the encounter death of the habitual offender, based on a report published in a Telugu newspaper.
Hyderabad | 21st October 2025
The Telangana Human Rights Commission (TSHRC) has taken suo motu cognizance based on a report published in a Telugu newspaper regarding the encounter death of Sheikh Riyaz.

The deceased was recently arrested in connection with the murder of police constable M Pramod Kumar and was undergoing treatment at the Nizamabad Government Hospital. He allegedly attempted to snatch the service weapon of an Armed Reserve Constable and tried to escape, following which the police opened fire, claiming self-defence, resulting in his immediate death.

Riyaz, a habitual offender with 61 criminal cases against him, was shot 6 times in the chest.

The Commission has directed the Telangana DGP to submit a detailed factual report covering the circumstances leading to the incident, the status of any magisterial or judicial inquiry, and compliance with Supreme Court and NHRC guidelines on encounter deaths. The report should also include copies of the FIR and post-mortem report, and should be submitted by October 24, the Commission said.
