"Ministers Responsible, Not Babus"

IAS officials say that the first responsiblity for any irregularity lies with the minister concerned, and not the IAS officer involved.

The IAS community, on Saturday, alleged that the Central Bureau Of Investigation did not follow rules in carrying out arrests of IAS officers in the recent scams.

Talking to reporters after the IAS Officers' Association's meeting in Hyderabad on Saturday evening, the Association's leaders saidthat IAS officials alone have no powers to issue a GO or take any decision in matters of policy.

Instead, he said, ministers concerned must be held reponsible for the decisions that were taken in all issues.

Former Chief Secretary K Madhava Rao said that the CBI was not aware of Business Rules, and that it had executed the arrests without basic knowledge of how a government department functions.

Madhava Rao, Prashant Mahapatra and other representatives of the Association said that while the IAS officials were being summoned to the CBI office for interrogation, the ministers concerned were being spared by the probing agency.

They said that in the case that a certain official was corrupt or had indulged in irregularities, the CBI was more inclined to take action against the "small fish" (the IAS officer) than against the "big fish" (the minister concerned).

They said that as per the code of conduct, the first responsiblity for any irregularity lies with the minister concerned. Therefore, the CBI must restrain from taking action against IAS officials without following Business Rules, they stated.

The IAS officials denied that they were forming a kind of a "trade union" against the government or the CBI. They indicated that they might explore the legal options against the CBI for the recent arrests made in different cases. (INN)

Babus cannot be absolved of their responsibility. CBI might be right in tracking the culprits, and show their impartiality but not expected to take sides. The tax payer public have been watching where corruption lies. When these Babus become brokers to Ministers, no askers no tellers should be the mantra and when the question of responsibility and accountability arises they form and behave like trade unions on one side and on the other they try to control the trade unions. Nobody asked them how and what privileges these babus get in the society and society pay for them and they exhibit slackness and derelictions in their duty towards society.
