In African origin names, the first letter is silent and so are W's and the other odd letter clumped together, like GWA or GNU etc. So this one would be:

the "QUA" sound of those names are for western convenience. its actually the nasal "GNA" sorta sound - same as the sound of the last consonant in Telugu or Hindi series: Ka-Kha-Ga-Gha-GNA. Oops, I made a typo. Its NGUYEN, not Nyugen.
Yes, it is pronounced as WIN or QUEN; for the Vietnamese, both probably sound the same, just as the way Chinese substitute R for L if a vowel precedes the R.
