Should India export weapons?

i read this article in Times fo India last month by a Genereal from teh armed forces.....he says \"no one will buy\". \"if we dont ourselves use what we make , who will buy from us? DRDO etc are all not very productive, all except ISRO are unproductive\". do you agree? what should the govt do to reduce arms import and develop indigeneously and export.......
